Behavioral Health Services Director
Full -time (37.5 hours/wk) Rate of Pay: DOE Location: Anchorage, AK
Duties: a) Responsible for program planning, administration, development, expansion, implementation, budget management, and oversight of Behavioral Health Services.
b) Provides administrative oversight of the Behavioral Health program to Oonalaska Behavioral Health & Wellness Center, Anchorage, and regional health clinics to include services for mental health and substance abuse treatment, quality assurance, and adherence to state and national standards.
c) Participates in Tribal Behavioral Health Directors; Behavioral Health Aide work group; and ANTHC meetings as needed.
d) Ensures timely preparation and transmission of all grant reports and assures compliance with grant conditions.
e) Responsible for organization and facilitation of regional Wellness/Substance Misuse Conferences and follow-up sessions as required.
f) Establishes and maintains inter-agency communication and relationships with local parties involved in the wellness movement as it relates to behavioral health and substance misuse.
g) Completes community needs assessments that result community events and behavioral health enhanced services.
h) Engages long- and short- term strategic planning.
i) Gathers data generated from community events and BH clinical services and works with communities to develop an action plan and facilitates steps of the plan into action.
j) Responsible for the supervision of all Behavioral Health Services staff to include: making recommendations for hiring and dismissal of staff, annual evaluations, and ensuring staff are trained at the level required for staff development.
k) Provides oversight of community outreach and prevention projects.
l) Develops, monitors, and maintains program budgets to include: In-house budget modifications, planning for major expenditures, and assuring program goals and objectives are met in the most cost-efficient manner.
m) Responsible for developing intra/inter-agency collaboration on various projects, making referrals, and planning for meeting current/future needs in our region.
n) Coordination and preparation of proposals to include seeking funding opportunities for new programs and coordinating documentation needed for continuing grants.
o) Coordinates and facilitates meetings to maintain effective communication flow among Behavioral Health staff.
p) Prepares and presents reports to Board of Directors, and prepares and submits quarterly reports to the President/CEO.
q) Works directly with Primary Care Services Regional Director and Community Health Services Director to ensure integrated primary, behavioral health, and wellness services are available to region.
r) Conduct risk assessments, auditing and monitoring, corrective action plans, investigations, education and ongoing development of work plans within the Health Department. Coordinates issues that may involve non-compliance, misconduct, voluntary disclosures, and/or refunds with legal counsel and Privacy Officer;
s) Works with APIA Health and other Department staff to coordinate and integrate program activities and objectives.
Qualifications: Master’s Degree in health-related field, plus 3 years of experience in grants or contract management in a non-profit environment, or an equivalent combination of relevant education and experience. Documented successful performance in developing and managing agency grants/contracts. Demonstrate knowledge of grant policies and procedures and business accounting principles. Ability to communicate effectively with individuals and groups in structured and unstructured forums. Understanding and knowledge of budget and fiscal procedures. Willingness and means to travel and have a valid Alaska Driver’s License. Ability to execute instructions and apply specific guidelines to varied situations, and the ability to effectively express both written and oral information. Experience in working with diverse cultures and familiarity with the Aleutian and Pribilof Islands’ Region. Willing to take training and attend workshops and meetings periodically to enhance job performance and knowledge.
