Position: ETR/TVR Lead Counselor
Location: Anchorage, AK
Reports to: ETR Division Coordinator
Work hours: Full-Time – 37.5 hrs per week
Duties: Primary responsibility is providing direct case management, counselor and guidance to participants, leadership, guidance and technical assistance to the Employment, Training & Related (ETR) Services/Tribal Vocational Rehabilitation (TVR) counselors. Provide program services consistent with a participant’s individual strength, resources, priorities, concerns, abilities, capabilities and informed choices, so that they may prepare for and/or engage in gainful employment. Demonstrate effectiveness and profitability of employing individuals with disabilities by identifying jobs that clients could perform. Progression towards a Vocational Rehabilitation Master’s Degree with Certification in Rehabilitation Counseling (CRC). Certification must be desired and will be a part of the program requirement and professional development plan. Applicants should be able to demonstrate the following: excellent written and verbal communications skills; ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public; ability in developing community partnership with schools and businesses to educate, train and promote employment opportunities; ability to develop and provide training to staff and community members, and conduct outreach in rural Native communities and travel to training as needed and directed; knowledge of P.L. 102-477 and Vocational Rehabilitation policies and procedures on Federal, State, and Tribal level; computer literacy and comfort with broad data entry. Ability to interact positively with individuals from various backgrounds, particularly Alaska Native clients; dependability, maturity and good judgment in performance of duties. Ability to work independently with little supervision as a vital and productive team member; innovative, creative, energetic and positive qualities; and ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Qualifications: Required, Bachelor’s degree in social work or related field; such as one promoting, physical, psychosocial or vocational well-being of individuals with disabilities AND three years’ experience providing vocational rehabilitation and workforce development case management -OR- Northwest Indian College Tribal Vocational Rehabilitation Institute Certification AND three to five years of related case management and counseling facilitation, supervision experience, or experience, providing services promoting physical, psychosocial, or vocational well-being of individuals with disabilities. Must have knowledge of Alaska Native and American Indian culture and/or community resources.
Preference is given to a Master’s Degree from an accredited college in vocational rehabilitation, psychology, social work, guidance counseling, special education, or a closely related counseling discipline, which includes coursework on the theories and techniques of counseling preferred. Certification in Rehabilitation Counseling (CRC) Certification or eligible to sit for CRC exam within 2 years of hire as part of the program requirement and professional development plan as appropriate. Preference given to previous experience and expertise in areas of mental health/substance abuse, vocational education/rehabilitation and workforce development fields. Strong knowledge of federal and state laws, rules, and regulations governing vocational rehabilitation is preferred. Preference given to basic knowledge of P.L. 102-477 Service Delivery System.
Requirements: Upon date of hire, must provide documentation of criminal history background/fingerprint clearance. Continued employment status will be contingent upon receipt of a satisfactory state and federal criminal background check. Valid Alaska driver’s license.
